RADAPEX Transforming the Public Sector through Enhanced Application Accessibility

Multiple Public Sector Organisations are under increasing pressure to modernise their digital services and ensure they are inclusive to all users, including those with disabilities. Accessibility is no longer a recommendation, it’s a legal requirement. RADAPEX partnered with several Organisations to integrate accessible design into their digital platforms, thereby supporting a broader digital transformation agenda focused on user-centric service delivery.


The Challenge

Over 50% of Public Sector applications do not meet WCAG 2.2 AA standards rendering them none compliant. Our scope was to address 150 applications, across multiple Organisations and hundreds of thousands of users. A major hurdle to overcome was: 

  • Legacy systems with no ownershipLack of internal expertise in accessibility best practices

  • Risk of non-compliance with legal accessibility mandates

  • Low user engagement and satisfaction from individuals with disabilities

  • Existing Tech Teams not taking accessibility seriously


A key mandate across all projects was to ensure full accessibility compliance and a seamless digital experience for all users, regardless of ability, while improving service delivery efficiency and public trust.



RADAPEX Solution

RADAPEX implemented a comprehensive accessibility transformation framework focused on the following pillars:


1. Accessibility Audits and Gap Analysis

We conducted deep audits using both automated tools and manual evaluations by accessibility experts. Key deliverables included:

  • WCAG 2.2 AA compliance reports

  • Remediation roadmaps

  • User journey mapping for screen reader and keyboard-only users


2. Inclusive Design Integration

Our design and UX teams collaborated with public sector stakeholders to:

  • Redesign interfaces using accessible UI components

  • Introduce inclusive color palettes, text alternatives, and focus indicators

  • Ensure proper semantic HTML structure and ARIA roles


3. Custom Development

RADAPEX engineers modernised client platforms by:

  • Refactoring front-end components for screen reader compatibility

  • Ensuring keyboard navigation and skip-to-content features

  • Integrating accessibility testing into the CI/CD pipeline


4. Accessibility Training & Change Management

We upskilled client teams through workshops and e-learning modules covering:

  • Accessibility fundamentals

  • Assistive technologies (e.g., JAWS, NVDA)

  • Ongoing maintenance strategies for accessible applications


5. Compliance Assurance and Testing

Post-remediation, RADAPEX facilitated:

  • User testing with persons with disabilities

  • Real-world simulations of navigation using screen readers

  • Final certification for WCAG 2.2 AA
